Job Title: Consultant, Strategic Communications Program
Location: Beijing, China
Reports To: Program Director, Strategic Communications Program
Duration: 9 months with possibility to extend


The Consultant, Strategic Communications Program (“Consultant”), will be a responsible, energetic, and highly professional individual fluent in Mandarin and English who will support the Strategic Communications Program to perform corporate communication and strategic communication tasks. The ideal candidate is experienced in conducting climate/energy/ environment communications projects, project management, as well as PR and branding.


Under Program Director (PD)’s supervision, the Consultant’s responsibilities include:


This person will work to support the achievement of EF China’s institutional goals through communications.

Media Relations and Activities
Responsible for media relations and outreach, including:

  • Develop and implement media strategies for major EF China events;
  • Build working relationship with media, nurture a key media network in the area of climate and energy;
  • Manage media inquires and media engagement, co-develop and review comments, articles and opinion pieces with programs;
  • Organize media interviews for senior management and program teams;
  • Develop and edit press materials, e.g. press releases, statements, Q&As;
  • Provide media clipping analysis regularly;
  • Organize communication related training to the staff, work on issue management, in support of the Management team;
  • Manage PR agency.

Website and Social Networking Services
Manage EF China’s online presence, such as content gatekeeping, editing and quality control:

  • Manage EF China website, provide website analysis;
  • Manage EF China’s WeChat account.

Brand Management
Manage the corporate brand of EF China:

  • Implement the brand policy;
  • Communicate the brand policy to the staff, and monitor the compliance through the brand check for reports, publications and events;
  • Manage the development of corporate materials, including corporate brochures, PPT template and others as needed.

Events Management
Build positive external profile of EF China and leverage stakeholder engagement through selected events, including:

  • Plan, lead and implement the events as part of communications strategies;
  • Provide media and branding support to major EF China events.


This person will manage strategic communications projects/grant-making in a portfolio of areas.

Grants Management

  • Develop grant-making plans, identify grantees/partners, design project plans with grantees/partners to assure project goals and deliverables are in line with program goals and strategies;
  • Monitor project progress and provide on-going support to grantees to ensure desirable deliverables and outcomes;
  • Provide timely updates to PD and other team members on the assigned grants and projects;
  • Support grant auditing and assure full compliance with EF China policies and regulations both in China and in the US.


  • Proactively identify opportunities for initiative or project level collaboration, and work closely with related program staff to deliver the impact;
  • Work closely with other programs to effectively communicate the program or initiatives/projects related messages to various stakeholders;
  • Share knowledge, expertise, critical information and networks with other colleagues.


  • Identify and cultivate valuable partners, including media, grantees, opinion leaders, funding partners, commercial partners and other experts or leaders in the field;
  • Work with partners to develop the project concept and strategy, coordinating media and PR plan.
  • Build and maintain trust and relationships with partners for better collaboration;

General Management

  • Assist PD and other team members to prepare reporting materials;
  • Work with PD and other team members to propose program budget in line with program strategies;
  • Undertake additional tasks and responsibilities as assigned by PD;
  • Back up other colleagues as needed.

  • Education: Master’s degree or equivalent in a related field: communications, journalism and/or public administration;
  • Working experience: minimum 5-year experience in communications, public relations, or journalistic practices. Familiar with media practices, competent in strategizing and implementing communications campaigns, and knowledgeable in climate and energy communications. NGO and climate communication related experience as a plus.
  • Language level: Chinese native speaker; excellent command of spoken and written English.
  • Communication: ability to communicate clearly and logically. Excellent writing skill is a must.
  • Project management: ability to conceptualize, plan, and support the implementation of projects. Ability to conduct capacity building, monitoring and evaluation in the process to ensure projects are conducted on time and in good quality.
  • Problem solving: ability to define and prioritize the key issues when facing complex situations, make logical analysis, propose possible solutions and resolve some complicated issues independently.
