In July 2020, Energy Foundation China supported Institution of Green Economy of the Counsellor’s Office of the State Council to carry out the research on multi-plans integration and role of key environmental element. The results were released in a report titled The “Multi-Plans integration” report: role of water resources for national territory spatial plan.

According to the research, the main challenge of water resources security in China has essentially changed from insufficient supply to excessive carrying capacity, as the water supply engineering system has been gradually improved. However, the rigid constraint of water resources carrying capacity is still insufficient, and it is still lack of the awareness of comprehensive water resources planning and implementation guarantee. Under the background of the reconstruction of the current land and spatial planning system, it’s recommended that the new national land and spatial planning should adhere to the spatial balance. For future land and space planning system, we should make systematic overall plan by considering the national major strategic areas, strengthen the rigid constraints of water resources carrying capacity, improve the supporting technical guidelines for the division of water resources in the planning, and make the land resources and water resources reasonable in the river basins and regions. The scientific allocation will couple the "one map" of territorial spatial planning and the "one map" of water element planning including river basin distribution, so as to form a "one map" of high-quality sustainable development of China's economy, society and environment, and strengthen the role of water resources in serving the construction of ecological civilization.

Based on the current planning system, the report clarifies the status and role of water in the development positioning, functional zoning, population and industrial development process of cities or regions, and puts forward relevant policy suggestions on the integration of water resources and other key resources and environmental elements in land and space planning from the aspects of technology, policy and mechanism, so as to support high-quality development.
