Assessment on water efficiency of coal-fired power generating units in China and the effect of strengthening water withdrawal quotas

In August 2020, Energy Foundation China supported the Tongji University to carry out a research that analyzed the impacts of upgrading water withdraw standards of China’s coal-fired power industry and associated water efficiency improvement . The results were released in a report titled Assessment on water efficiency of coal-fired power generating units in China and the effect of strengthening water withdrawal quotas.

The report analyzed the current situation of water use efficiency of coal-fired power generation units in China, and evaluated the water-saving effect and monetized water-saving benefits of the latest water quota for thermal power generating units implemented in February 2020. It shows that the coal-fired power water saving technology has significant carbon emission cost, and more attention should be paid to the correlation of various resources and environmental effects. Water resources management can be taken as a useful measure to promote the co-management on high water efficiency and low carbon coal-fired power industry development from three aspects: energy transformation and power structure adjustment, optimization of coal-fired power structure and spatial layout, and improvement of water efficiency of various units.

The report provides reference to policymakers for enhancing the water management effectiveness in coal-fired power industry.
